Manufactured by Emalllierwerk Hannover, Mellendorf, as indicated in the lower right corner. Constructed of heavy gauge metal with enamel coating, showing typical rust at mounting holes, minor surface hairline fractures, and wear consistent with age. Designed for official use in Prussian civil registry offices prior to the Third Reich period.
